The United Nations High Commissioner for Refugees (UNHCR) is a UN agency mandated to aid and protect refugees, forcibly displaced communities, and stateless people, and to assist in their voluntary repatriation, local integration or resettlement to a third country. It is headquartered in Geneva, Switzerland, with over 17,300 staff working in 135 countries.

WHO IS A REFUGEE?

Refugee is someone who “owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion, is outside the country of his nationality, and is unable to or, owing to such fear, is unwilling to avail himself of the protection of that country…”

ROLE AND RESPONSIBILITIES OF UNHCR IN UGANDA

Uganda is currently hosting 1,394,678 refugees and continues to receive simultaneous arrivals from the Democratic Republic of Congo (DRC), South Sudan and Burundi. The number of South Sudanese refugees in Uganda is over eight hundred thousand, and arrivals from the DRC have been on the rise since the beginning of 2020. UNHCR is working closely with the refugee-hosting districts to provide analysis on refugees in the settlements and support the planning processes for these District Development Plans (DDPs). Protection duties have stayed at the center of UNHCR’s work throughout the long term.
